Low FPS/Choppy Cutescenes
So about 50% of the cutscenes for me run at around 10-15 FPS, not powerpoint levels but enough to look constantly choppy and is especially jarring because the gameplay itself runs at a silky smooth 60 FPS on my hardware and the other 50% of the cutscenes run at 30 FPS or higher which I believe they're capped at.

The thing is that if a cutscene happens right after a loading screen, it's fine, but if there's a gameplay segment, it's choppy/low FPS. Example: Opening cutscene. Fine. First gameplay segment. Fine. Hans scene. Choppy. Loading Screen. Horseriding cutscene. Fine. Horseriding gameplay/dialogue. Fine. Patrol cutscene. Choppy. Dialogue. Fine. First bit of gameplay/dialogue at the camp. Fine. Cutscene. Choppy.

I don't know why this is happening, because as I said if it switches to the dialogue/gameplay it runs at 60 FPS with little to no popin so I don't THINK it's my hardware struggling to run it or loading from the disk. It can switch from cutscene->gameplay->cutscene and the only choppy part is the second cutscene and I can't for the life of me tell why.

Does anybody know why this is happening and/or what the solution for this might be?

Specs are

GPU: RTX 3080
CPU: 3900X
RAM: 64 Gigs

Thanks in advance.

have you checked your drivers to make sure they are up to date?
Yeah, it happens to me too. All cutscenes that aren't rendered in the game world (the ones where pressing B skips sections rather than skipping to the next phrase) are locked at 30fps.
cutscene with females have extra geometry/jiggle physics, try to make every cutscene with men only for 40$ more FPS>

jokes aside i have 4070ti super and a 10700f and i can run on ultra at 1440p at 100fps flat line constant (i'd run more fps but my display is an ultrawide 100Mhz)

RX 6800, no problem at all with any cut scene yet.

Just tried that but hasn't seemed to have been the issue as far as I can tell. Thanks though.

Well the 30 FPS ones I'm not too upset about, those are the good ones. The problem is that most of mine are running at below 30 FPS, around 10-15 FPS and looks laggy/choppy. It's not gamebreaking but it does make me feel like I'm playing one of those early PS3 games with the memory leak issues. Worse than that as I've gotten further into the game a couple cutscenes seem to become so choppy that the sound desyncs from them but it's only the dream ones or the ones that have some special effect overlay, which I think means they're the pre-rendered ones.

Well that's good for you I suppose, but I guess that at least means it shouldn't be a hardware issue but I already kinda knew that from never having an FPS drop in actual gameplay no matter how much is going on on-screen and running the game on Ultra.
I found the issue! The issue was the game's native vsync. Turned that off, *boom* cutscenes go back to 30 FPS without any choppiness, and after that I just enabled vsync in the Nvidia control panel.

I dunno why vsync was doing that and I haven't seen it do that it any other game so that was kinda weird.

Performs well even with a 5600G + RX 6600 setup - https://youtu.be/Y1fHzvgUdgg

I already said the issue was the vsync..

what is it with people coming into a topic about a specific issue, just to say they specifically aren't having this issue. Look I'm glad you folks didn't have this issue, but you not having it doesn't mean other people aren't.
