Is the tanner not an actual merchant?
I figured I would be able to sell pelts to the guy but I can't even speak with him

I filled up my horse with pelts and rode down to the tannery.

I found I could not talk to the tanner..........................

I found that there was no way for me to process or tan pelts at the tannery.........................

You have to approach him at night, then he'll tan your hide for you, raw.
