Suddenly a murderer?
I just did the quest to hunt clanker. Took him out and two other groups of bandits pretending to be begging monks. Then I returned to Troskowitz and I am suddenly hunted and stamped a murderer.
I didn't kill anyone. I never murdered anyone, especially not in Troskowitz.
My statistics show "12 civilians killed" but I cannot for the life of me figure out when I am supposed to have done this. Loading older saves shows that apparently this state of having killed 12 civilians go back the entire last two play sessions. Meaning 12+ hours of gameplay time.
During which I was in Troskowitz very frequently, that's where all the merchants are.
So save to say those 12 that I have supposedly killed, despite never doing that, aren't the reason why I was suddenly hunted in Troskowitz.

Hmm, looks like have something to look forward to I guess.

I'm not very far into the game, I just finished the beginning where the old lady patches us up. I've buried the three bodies by the river, as the quest dictates. We're about to sit down at the table outside before heading out, and the two women run off screaming "murderer!"

Not sure why exactly, neither the old lady or her daughter were phased until that point. So they run off. I sit down at the table anyway. Cut-scene continues with all four of us there, as if nothing happened?! Maybe I wasn't supposed to kill the bandits that showed up? Maybe I should have asked them nicely to leave.

Maybe that's the charm of this game. Weird things happening without really understanding why.
I literally got arrested for theft as i entered somalia (or whatever that ♥♥♥♥♥♥♥♥ is called in the middle southwest)...

fun fact i was uncovering the map and it was literally the first time i had ever been there.
Maybe it's a lucky thing for me that GeForce Now isn't taking new subscribers at the moment. Warhorse will have a chance to do some cleanup while I'm waiting.

Sadly I have the exact same issue here with the exact same quest. Hunting down Canker and his bandits like I'm asked. They all attacked me first too. I kill them and go to hand in the quest and the village I have to turn it in at is hunting me down for murder... Apparently I've killed 7 civilians. I guess killing bandits is illegal now?

I have 7 civilians killed in my stats even as early as the camp at the lake. The only mission before that ist the prologue, playing godwin. Do the attackers in the siege count as civillians?

I could nail it down to the problem now. There were civilians near when I was attacked by the monk bandits. After I killed them I turned around and saw a civilian running in the direction of Troskowitz. Apparently the bandit monks count as civilians and the other actual civilian reported me for "murdering" them while I was defending myself.
I'll try to fight them when no civilian is present to see if that fixes it. Bloody hell, this is really annoying, ngl.
Ok, I just checked my theory by starting a new game. Every solier killed while playing as Godwin in the prologue mission counts as a civillian murdered :-(

I did some more testing and the first bandit group you meet is just really bugged.
Going south from Troskowitz, then east into the forest you'll come to a split in the road. Going right you immediatly see one of the begging monks who attack you. That group is very bugged. If a civilian sees you fighting and killing them, you'll be reported for murder. If noone sees you you're fine.
For testing I fought them another time, this time they were even more bugged because two of them were non aggressive and just kept telling me to get lost. I killed them all, this time with no civilians in sight, returned to Troskowitz and was fine.
Then I went back trying to take on the rest of the gang, but the monk and his gang had respawned already and again two were non-aggressive.
I killed them on the road to the right, but saw some civilians walking by casually on the road to the left. This time I killed only the two aggressive bandits. The two passive ones I left alive. When I walked towards one civilian on the left road, he ran away and after I returned to Troskowitz I was hunted for murder.
So it's not that killing the passive bandits that's the issue. My "civilians killed" statistic also didn't increase after the fight. So the bandits aren't flagged as civilians, but for some reason other civilians and the crime system act like they are.
It could be a bug. Didn't face such issues with my gameplay through but I usually kill every last bandit even if they try to run or surrender. Leave no victims basically. I did release one I guess I will see how this will turn out.
I had the same problem, upon arrest you can see a list of your crimes and for me it was that bandit disguised as a beggar monk. I assume it's a bug that makes NPC's view them as innocents. While I could see an argument for it being realistic that some people would assume that they were innocent as they might just see you cutting up a begging monk, that would only really work if the game gave you the opportunity to argue your case. Almost like a sidequest of being framed and defending your innocence, rather than just getting a huge bounty and having to deal with it.
I believe the enemies slain as father Godwin in the tutorial classify as "civilians" since I've noticed that I had 9 killed civilians in the prologue where I hadn't yet killed anyone else.

Yeah this happened to me too. I just killed the bandits and then beat up the civilian with my fists until I could intimidate him into not snitching.

Heh my problem is that in Troskowitz, after Canker quest... got same thing. They did wrong move to try to arrest me and well Bailiff was first victim other guards followed...
Not sure if I spoiled the game. Will play and see
got the same bug with the bandit monk - no solution other than paying 2k groschens
Some people have said it’s because it’s done with a crossbow. Apparently the crossbow is outlawed and any kill you make is considered a civilian murdered even if it’s during the siege. I haven’t tried it myself but maybe there’s a way to not use and kill them some other way
