Whatever the highest level lock you can do (medium to start) the cursor floats in a varying sized circle fast enough to make picking the lock difficult even with practice. It will require both some practice with keeping the circle centered as well as raising the skill to make the movement smaller/slower.
By the time you have practiced on enough easy-medium locks to start doing Hard you will be great at the active mechanic portion. From there it will be grinding levels and picking perks to get you through locks.
I havent explored the mechanic too much but that is because i dont want the game to be too easy and just steal everything id ever want on my first playthrough.
