Stat requirement decrease perks not working

The stat req perks; "Train Hard, Fight Easy" or "Deft Hands" don't work.
When i use a bow that a i meet the requirements for (by way of the perks) Henry releases the arrow prematurely, which only happens when you don't meet the requirements of the weapon. When i meet the requirements naturally, the weapon functions normally.

So either the perks are bugged or useless.
I went through this with 2 bows already, so i doubt it's due to the weapons.

Also seeing this problem with the same perks active. Tried to swap to a new bow that Henry has the stats for even without the perks, and the bow just glitches.

Same issue here. I'm surprised there hasn't been any bugfixes released yet.
