Nothing above was working. I know his schedule by heart now. It definitely doesn't depend on your outfit, as the strategy below worked with the same outfit.

What worked for me, and should work for everyone with this issue is:

1. Get off the horse.
2. Save and quit.
3. Load your game.
4. Get back on the horse.
5. Talk to Mikolai while on the horse.

yeah i had this happen and I managed to fix it by going right up to the merchant while staying on the horse and starting the dialogue.
You can also Save and Quit and re-enter the game I think.
Fast travelled "back" to the camp, talked to him again - worked. Had to try that some five times on second attempt
I have this issue as well, fast traveling back to the camp, waiting a day, restarting game nothing fixes it.
Same problem. The black market is meant to be in his talk menu right? This sucks. Finally got a horse back here and can't get a transfer of ownership.

Try waiting until business hours
ok, I found it somehow worked by parking the horse under the red shadecloth tied to the wagon.
It has nothing to do with hours, or where you park a horse. He just doesn't recognize the horse as yours.
First time I had this bug I could finally get the market option when I talked to him when mounted.
Now nothing works at all. If I call my horse with a whistle, he will see it and say that he won't buy my horse. But when I bring a stolen horse, he just won't see it at all. Or if I bring both, he will only see my horse.
Doesn't seem like there is a trick to it, some horses he just won't recognize at all, it's like they don't exist for him. Coincidentally, it's the horses that are actually good and I would like to keep.

i think its not a bug but depends on time of day . he prob busy with other things . i notice that with other npc . they have a day schedule sometimes they wont talk to you until they finish something like the innkeeper

This worked for me .. parking it there right beside Mikolai.

Thanks!
It takes time for him to regain his money, even then he doesn't have much money, you're selling horses to him at a massive loss. In my experience it takes several in game days for his money to replenish.

He didn't recognize my horse either until I parked right under the red cloth next to where the horse trader sits by the wagon. He wouldn't recognize it any other way. It's worth 2320 and really good stats so I don't think the type of horse matters either.
