Why doesn't the grass/foliage reflect light?
Does none of the foliage have a roughness map or something?

Why doesn't it catch the light and shine? Even when raining?

Is the roughness map just a white image? What gives?

Light mostly passes through objects. Only certain wavelengths are "reflected"

Graphics engines have a real hard time figuring this out and if you then add in real time demands such as a day night cycle and then add rain and wind effects on top and your GPU will be very very utilized indeed.
the ♥♥♥♥ are you talking about. Games have managed specularity on objects for ♥♥♥♥♥♥♥ decades. The roughness map for the foliage, is bad, or the lighting just doesnt work.
