keep in mind that creating the engine for the game was also included on those 36.5 million. The sequel uses the same engine, so they didn't need to waste money on that.

first game did indeed cost about 30mil dollars. the second was a bit over that, 35-36-40mil that's feasible.
people fail to understand not everywhere do you get paid american salary. also the size of team changes over time. whoever says kcd1 was done by 11 people is an idiot. you can't make game of this size in 11 people in 8years.
they started, founding fathers, in 11. and they snowballed. some positions were temporary, contract and done, others remain part of the core team that goes on to do kcd2.
