Not because they are still behind the Arab world, but they are ahead of the Europeans world for two reasons.
1) the are part of Islam and have adopted much of the Islamic teachings etc
2) they are insanely wealthy at this point in time - 60% of all the gold in Europe comes from 3 Western African nations, Mali is one BUT also consider almost all of the goldnis being filtered through Mali trade routes.
Mali has a amazing Library and a University, 20,000 manuscripts from one part of the Library exists today, so this is not guess work.
They follow Islamic laws, which in medieval times are the more liberal of Christian vs Islam. I know it is hard for morons to get their head around this but Islam is the more enlightened religion at this point, not enlightened by modern standard but by medieval standards.
Women can own property in Islam and with a few rare exceptions cannot in Christianity. Property is VEarY important in medieval times as a lot of your political power comes from owning property. A landed Noble is superior politically to noble without land.
More Islamic women could read and write and had good educations, again a small % but this is better than Europeans.
Mali is a Islamic state wannabe, but they had the money to mostly achieve this.
