I see his statement, but despite the codex I have a hard time believing it's practical that a 15 year old is able to wear full plate armor and swinging very heavy swords and shields around when their physical bodies haven't fully developed.
Actually adding smaller children to the game would have been interesting and might have made the game seem more alive, but I guess Warhorse felt it wasn't necessary.
As for avoiding "this" entirely? It isn't an issue because the characters are portrayed by grown adults (I doubt any legitimate pedophile would be turned on by Hans Capon), sex at a very young age was very "normal" back then as well so it doesn't get in the way of historical accuracy either, and I believe it doesn't even break current age consent laws anyway.
According to devs he's around the same age/slightly older than Hans, 15-16 at most, Henry gets referred to as a child in KCD1 as well at times.
