Potion Quality - Dried herbs?

Is it just me or do dried herbs reduce potion quality (dried not "dried up, as in low HP items)?
I previously had only strong potions when at least one of the two ingredients was fresh, but now that I'm using solely dried ones it seems like I'm only getting normal potions.

At first I thought I made a mistake, but Henry would have noted that...

yes, you only get the best potions by using fresh herbs.

I think that herbwomen actually mention it too in the herb tutorial.
