Can you max all skills / have all perks in this game?

Never played it so I'm not sure how the leveling system works, but I just want to know if you can grind to max level in all skill trees or if there is a cap and you need to 'design' your character from the start to have a build.

I just picked it up but in the first game you couldn't get all the perks as many of them where choose out of these 2 but at max level you got most of them
