to my understanding, the reputation is not tied to the whole region but mostly to the affected characters.
In this particular scenario, sure you lsot reputation with Straw, which is understandable, since he certainly doesnt like going into jail. But you did good deed for the village and this is reflected in your reputation with the bailief.
You lost rep with Straw and his useless brother
In reality though it would be understandable to loose reputation as you've essentially gotten a young man killed, even if he deserved it, people would see you as a ♥♥♥♥ disturber. They also hang his body out on that big tree, which can't be a nice sight for the villagers.

I'm confused. You bring and convcit a murdered and reputation goes down, including reputation with the Bailiff himself.
I suspect it's for some stupid reason like you're in a forbidden area (which that area technically is) but the game doesn't prevent that when the cutscene force changes your location into that area.
Also, the other people in this thread are wrong. The rep hit is absolutely with Nobility, of which Bailiff Thrush is a part according to the game's text in the reputation tab.
Did you have any further findings? I just lost rep for nobility too and am really confused. I think the teleport to a forbidden area like you said sounds likely. My only rationale is that Bailiff gets confused or perturbed because straw says he only killed in self-defense which is the part of the conversation when the rep goes down.
Played that quest a fe times now and I think the best option is to not killl the dog - everything is rather optional
Thank you, I just realized killing him is an option. The rep hit for killing Straw is rather low if nonexistent, might be the best option. Death to the murder!
I did the quest before the patch hit, and I didn't loose any reputation.
Edit: No rep loss indicator came up either. An odd quest really...
