Why is Hans the only romance option? There are several people you can have casual sex with, but literally the only romance option is Hans. Even Theresa from the first game has been written out of KCD2. What were the writers thinking?

They are lying. They have you an option to romance Hans, he is not the only option from what I have seen so far.
