"Train Hard, Fight Easy" Perk Bug?

Has anyone else been having a problem with the "Train Hard, Fight Easy" Strength Perk? It is meant to reduce the Strength Requirement for all weapons by 2. My strength is 6 and the Elm Hunting Bow (Normal Strength Requirement 7) is displayed as Strength Requirement 5, but when I go to shoot it Henry can't draw back the bow and it fires almost immediately. Am I misunderstanding the perk or is this a bug?

Yea i'm having the same issue with it firing almost immediately. i'm assuming i'm doing something wrong and trying to figure out what.

I'm having another issue, i cant even take the perk. All other perks seems to be available to buy. But i cant buy Train Hard, Fight Easy....

I’m also having the same issue where the arrow shoots immediately, I assume it’s because my strength is 6, the bow req is 7, but with the perk it shows bow req is 5… must be bugged.
