Where to steal armour early on?

So Bara gave me a lockpick and told me I could maybe steal some armour from the town hall. But I have no idea where I am supposed to find this town hall or the armour? I searched the Rathaus in Troskowitz but found nothing. I was expecting a very easy chest with some beginner town guard armour. Anyone know where I should be looking?

Find some nice kit at bandit camps. Do the finding mutt quests ASAP and when you get to the first bandit camp wait till night Kill the four sleeping bandits (Sneak attacks on asleep enemies do not fail unlike on the awake sentry) so while remaining unseen from the awake sentry, loot the guys you kill and hide them in a bush away from camp.

One of the bandits should have a key to a door. Behind the door is a helmet, crossbow, and other goodies. The helmet is extremely useful and is a must have for anyone who currently needs one. You may still need a coif to wear under the helm but, they can be purchased or found easily enough.

Walking to the next town (west), I met an isolated merchant wanting to play dice. A choke later and I was leaving with his nice gear (Including a high quality sword) and 3 special dices ^^

The chests upstairs in the town hall have some guard armor in them. You can steal the keys off of the guards sleeping there.

The tall building North-West of the wooden stocks Henry and Hans got locked in. Go up the stairs that are on the outside, the door has an easy lock, the chests inside are medium and hard difficulty.
