Kids come with guardian responsibilities. Pausing cutscenes for people with kids or other time-restrictive responsibilities isn't a developer's priority.

As far as I know you should be able to pause any cut-scene using ESC (on PC). It even held it mid-scene for me for several hours as I had a job to do,.
