You need to establish when Vavra said it was not banned vs when Saudi officially banned it.
Vavra was specific and said, at the time of speaking about this the game is not banned in Saudi, that he was aware of.
Some developers choose to have region-specific versions where they can disable the problematic content, through a localised build (the reason you can disable blood splashes in many games is that, in certain countries, that setting is mandatory and always set to off).
But looks like KCD2 did not do that, so the game is banned instead of having a clean version.
Could also be anti Muslim rhetoric, if the characters are speaking ill of Islam that is also likely to see a ban.
According to someone on this forum BG3 was not banned in Saudi, I did a very quick Google search and found a few others saying it too but nothing official. So I am not 100%.
Lol well they perhaps don't want to remind there people that at one time in history they were the progressive religion.
