No
Musa is a fictional character, so is the vast majority of characters in this game.

No, Musa is not real and no Malians are ever recorded being in Bohemia at the time the game is set. He is an entirely fabricated invention of Vavra to meet EU diversity requirements. Unfortunate but Warhorse sold out.

There is no such EU directive.
It might be part of company policy however, but even that I doubt.
Nobody has time to wade through telephone books of EU ♥♥♥♥♥♥♥♥ bureaucracy, it will be in there under some guise. AI could probably find it pretty quickly for you though.

No it really is not there. It is non existent.
There are plenty of companies (and game developers) that do not include any "diversity" I think it is a tad odd.. to call ethnicity and "skintone" diversity, there are already lots of those in Europe by itself...

You will find lots of games made in EU (also projects that cost many millions) that do not include any of them. I have personally ie. played games are about Viking age (norse culture) that mix (due to you going to Britain) Anglo Saxon culture... there was no Malian, Han Chinese or South American in said game... only Scandinavians and British cultures.

The point I am putting across, is that it is something else that makes it profitable to sometimes inject various things into your game.. sometimes its investment from various hedge funds, sometimes its investments from goverments or projects (here EU could be put in with some situations) then you have the mainstream media, where some journalistic sites might market your game more favourable.

That's how it should be

Turns out you were right. I asked chatgpt.

"European Parliament's Report on Esports and Video Games: In 2022, the European Parliament adopted a report recognizing video games as an integral part of Europe's cultural heritage. The report encourages the promotion of European video games that showcase European values, history, and diversity. It suggests initiatives to highlight democracy, diversity, anti-discrimination, tolerance, and gender equality through video games.

Additionally, the EU has proposed modernizing copyright rules to increase cultural diversity in Europe and the availability of content online. These proposals aim to balance the interests of creators and consumers, potentially affecting how diverse content is produced and shared in the gaming industry.

While there isn't a directive solely focused on diversity in PC games, the EU's broader legislative framework and initiatives encourage the promotion of cultural diversity and representation within the video game sector."
