Again....I'm not even American yet you clearly keep acting like i am....
If the dlc is simply just gear that should have been in the game to begin with.....that's just greed pure and simple.
and the one is already a gear kit.....
But it is also financially wise.
I'm going to use my own country's currency. Translating it to other people's context might not make sense. But:
This game, 3rd game I ever pre order was 300BRL pre order, 400 the gold edition.
I expect the DLCs to be 50 BRL each, so I saved 50 bucks.
Provided the DLCs don't take 5 years to be released, it's cheaper even if I consider how long it would take to make 50BRL investing the 100BRL I paid for the Gold edition.
I'm gambling the DLCs will be actual content for the game, like the first game was (If it's cosmetic ♥♥♥♥♥♥♥♥, I'm gonna be MAD).
On the developer side, they get an infusion of cash early on, which helps them pay the bills now rather than later when people buy the DLCs.
If my premises are correct, it's a win-win scenario.

This has been done for hundreds of years where bundles are given slight extras to hopefully get people to buy as it is a general sales tactic and if you fall for that when you do not need it then it is entirely your fault. Do not blame developers or publishers on your need to have everything.
i remember where the general community was in pitchforks for a 100+$ edition when clearly you can get the base game for 60$ not missing out on anything but a single unrelevant quest and a season pass. ("you basicly blind buy into a season pass not knowing the upcoming content it would provide") to then complain afterwards that it was not worth the money.
This cycle repeats every single year , grow up and understand that you are the product and do your own research before blindly buying into anything.
So speak for yourself. You don't want it then don't buy it and stop telling people what they want or don't want. Who made you God overnight?
