it limits your options, but should not hardlock the quest, after your investigation (wheter successful or not) you talk to Limir (and Katherine) and decide together how to proceed. You can also finish the quest blaming someone innocent.
I even robbed their entire house beforehand to see if there was a quest item already their you could rob to just fast track it and it doesn’t seem like it. I could be wrong though.
I have tried a bit of everything to try and fix it but without any luck. I hope they will be able to fix it.
