If you do this quest on your own, without leaving with the two Semine lords, can you get Gule's armor? Assuming if you can kill/knock him out.

What is the point of asking? Do you know what RPGs are about? Choices and consequences. If you want clear progression play MOBA.

I reloaded a save for when we were looking for the wagon yet and ran over there to see I could fight them first and they were not even spawned yet. I don't think they spawn until the cut scene where lord Semine goes in to "parley".

I can support this, the camp is always empty prior to this.
I am certain that they intentionally prevent you from getting his armor this early.
