In the beginning he is extremely useful in fights, but later on enemys become too weak anyways (or you too strong), so no longer needed for that.
It also seems the loyalty value is bugged sometimes..., having all perks and regulary feeding/petting his loyalty sometimes suddenly drops to a low value for no readily apparent reason
There are certain meats that are flat steaks and don't roll around, so I just stick to those.

Just find a low spot and feed him there. The area next to the bench by the pillory is good in Troskowich. There is a spot in front of the minstrels standing spot at wagoners inn that you can drop at. Lower Semine is pretty flat. Some horse troughs are in low spots but use best judgement. Dropping it next to buildings or prvacy fences that are down hill from you is good. He's not going to run away just because you took a few extra seconds. And even if he does he comes back pretty quickly.
