Yes, we all have this problem in this mission. I had to pass the mission.

it's intentional i say. you have free roam on the castle under certain conditions. at very specific time in main quest progress.
the one room is indeed locked EXCEPT for the time window during that main quest, when this side quest can be done.
i know cause i did it.

You have to do this quest as soon as you get it. Other wise thos doors get locked. I completed it with no issue...well...save for it took me an embarrassingly long time to figure out that one of the "fireplaces" was the cook stove in the kitchen.

I had to do a solution via another thread on this same topic:

add "-devmode" to the launch-options in steam
launch the game and press "~" (button next to 1) to open the console.
type or paste: goto 2445.04, 2623.26, 218.94 and press enter
to go back type: goto 2444.75, 2619.9, 218.94
