Can you do the Potion to drinking water trick in this game?

I've not tried it myself but I'm pretty sure I saw it as a tooltip on a loading screen that you could.

It'd be great to first explain the trick in a proper english sentence.

You can put poisons in enemie's food and drinks, yes, if that's what you are trying to ask.

In the first game you could effectively multiply healing potions by using them on drinking water.

It´s a good question by the op. I haven´t tried it yet in KCD 2 so no idea if it works.
