Storm quest
Why does carry weight randomly changing? I can run, but suddenly i can't because i'm overencumbered. I'm not even killing and looting anyone. Is this some kind of game mechanic? Never seen this until this quest.

There are quite some perks that give you stat changes in certain conditions or areas, if they change strength, you carry weight will change as well.

Some perks increase stats in towns or around em
Also being drunk increases stats too
Artemesia potion increases strength= more weight

Probably this is it, but it was weird, because it was kinda fluctuating.
