Game reloaded with me missing perk points

Strength at level 20. had all but one perk invested. Loaded the game, still level 20, only 2 perks assigned, 1 perk point available.

Is there a way to reset skill points or will I need to mod my save file?

It seems to me you probably already have modded or cheated your game? All skills have 30 levels to max out perk points. And the scenario you are describing would mean that you were at level 28 instead of 20. Your story just doesn´t add up and it´s very difficult to help you when you are withholding vital information about how you already altered your game.

I'm saying I used up all the perk points that you get for being at level 20. I meant it as I do not know how many points that actually it. I just know I had more than 2 perks assigned. My strength is 20 + 1 right now. 20 pure, 1 from modifiers. I havent altered anything. Just reloaded my game because I died going off of a cliff.

Sorry for not answering earlier. There exists a potion in game that refund all your perk points so that you can replace them: Potion name is: Lethean Water
You can buy it sometimes from Apotechary (I have seen it in the starting area). Otherwise you can just look up how to brew the potion online and you don´t need the recipe ( You will recieve the recipe in your book when you suceed in brewing an not allready learned potion formula.)
