I would try to move all 5 sacks to the wooden pallet, then wait a couple hours, do it again when they respawn, and then wait again and move 3 to the pallet. I'm pretty sure what worked for me was carrying 13 of the sacks to the pallet. I hope that works for you!
They do not respawn at predefined time, some might appear very soon after you took it, another one might appear few hours later. So, basically, just do a sweeping run on every location (google the quest for it's wiki page, there's map with all 5 places), and after that another run to ensure nothing has spawned. Pluck a row or two, and make another run checking every spot.
This worked for me, too. Bags spawned near constantly. Plucked almost nothing but walked 20 bags back. He loved me.
Yes. I think the priority is getting the bags asap. Like the longer you leave them sitting gets counted against you.
