Solution to 'Under the Straw Hat' Quest
I spent quite a bit of time struggling to get Administrator Jerome's approval after spending a lot of time removing weeds in the vineyard. I had so many dandelions and thistle in my inventory that I thought it was a job well done, but when it came time to turn into Jerome at the end of the day, he was disappointed and the quest would fail.

I later realized that removing the weeds counted for very little (if anything), and what mattered most was carrying the sacks across the the vineyard and placing them on the wooden pallet. There were five of them I think, and after getting them all on the pallet, I'd wait for a couple hours and they would respawn.

I did this a couple of times and may have carried around 13 of them to the wooden pallet in total. This allowed me to complete the quest. If anyone else is a completionist and wants that green check mark, I hope this helps!

I carried at about 7 sacks, cause they respawn, plucked tons of weeds, and the prick is still unhappy. Tried 3 times, he was still unhappy.

I would try to move all 5 sacks to the wooden pallet, then wait a couple hours, do it again when they respawn, and then wait again and move 3 to the pallet. I'm pretty sure what worked for me was carrying 13 of the sacks to the pallet. I hope that works for you!

Just get to him in the evening, and start working in the morning. The work time is from 6AM to 6PM. Focus on bags, I'm not sure if plucking even counting, but it helps to spend time waiting for bags to respawn.
They do not respawn at predefined time, some might appear very soon after you took it, another one might appear few hours later. So, basically, just do a sweeping run on every location (google the quest for it's wiki page, there's map with all 5 places), and after that another run to ensure nothing has spawned. Pluck a row or two, and make another run checking every spot.

This worked for me, too. Bags spawned near constantly. Plucked almost nothing but walked 20 bags back. He loved me.

I just completely ignored the weeds and ran after bags, that did it for me, and I started the quest late in the day so I only had about three hours of frantic bag grabbing. I think I got around 8 before he approved. Then I stole all his wine.
I carried six bags, pulled all weeds in my area and he gushed and fawned as if I were the best thing since sliced bread...
Well, what did work for me was, that I started to do the inner parts of vineyard around main building and when I was close to the fenced place for the bags and bag appeared there, I always at that moment prioritise carrying bag over pulling weed and then I went back to pulling weed.

Yes. I think the priority is getting the bags asap. Like the longer you leave them sitting gets counted against you.
