Report a translation problem
You have to talk with the witnesses. Not just random people on the street.
There are two witnesses. One is woman who is I think the wife of the guy who sells herbs and potion in the city. She will give you an objective to search a grave.
The other is someone who like takes care of sheep. He is the one who saw a ghost thing in the crossroad.
Once you finish investigation based on at least one witness, you can make hermit talk to you.
this quest feels a little bit rough around the edges, i.e. unless talking to the very correct people in the correct order, they wont talk to you, slightly marring immersion.

So if you do all optional objectives during a quest, you get more detail about the quest. In my case, I talked with the guard commander to know stuff. But you don't need to finish every objective.
The game still lets you progress just by focusing on at least one objectives.
