Is it perhaps where you craft a Martin level sword and win against an apprentice? If yes, then it's not bugged per se, what is bugged is that the blacksmith says you should apply for apprentice at someone who is living in Kutenberg and that one is nowhere to be found (probably will be in the upcoming DLC).
Second quest is partially bugged.
The quest giver sor someone should tell you that the camp will appear later.
It appears after the certain main game horse chase quest.
So, patience.

I don't, I tried without any shield or weapons. At the end i finished it by fistfighting him while he used the sword.

Google it, it's a known bug from release date. If need be I can screenshot the empty spot.
here, the clearing is obvious, the grass is missing and looks like a camp should be there, next to the road. Even the journal updates about finding the camp. In reality, nobody exists. According to some reddit posts some got this quest fixed after they finished several more main quests so I'll try that.

Here you go, I actually finished two main quests and the camp is still missing.
The first map was much more polished. I'm reporting the bugs, but I think it'll take a few months till they fix the quest breaking bugs.
