Literally only have my armour and weapons on me, that's 1 set of knights armour, my main weapon and radzigs sword.
Torture debuff decreases strength significantly, thus , less carry weight. I don't particularly want to spend the next 2-3 hours slowly sneaking through a forest.
Have you just been rushing the main story and not doing anything else to train up your skills? Heck even walking around overburdened just for fun will strength train you.
If you are only wearing what you are kitted with, then you must have a ton of other things keeping you overburdened. You have a personal chest at Inns and some other locations to dump a lot of things you don't need to carry around.
Even with the torture debuff you shouldn't be that burdened. Stop being a loot goblin.
But jokes aside, that quest is honestly pretty awesome. I enjoyed it a lot. Don´t be so easily frustrated, it´s really not that bad.
Also don´t blame the game for running around overencumbered. There is a reason why the game provides you personal chests in various locations. Use them.
I just was overecumbered the whole time, and you can basically walk straight forward all the way to the end...
