Well-Fitted Doesn't Seem to Work for Me
I just got this perk, repaired my Noble's Bascinet. It still has 92 noise.

Same goes for Mail Hood and Mail Collar, 100 noise each, despite having the "Bootstrapped" tag

It took a whole occupied village of bandits to bring these down to 60-90 durability. I'd like to know if I'm doing something wrong before fighting the next horde to try again.

Can you please be more specific what is this about?

The noise stat bonus is only visible when you actually wear it and sometimes under conditions like multiple pieces with it.

I can get zero noise with light armor pieces.
Mended plate armor on gambeson and a hunting outfit outer layer ends up reducing noise of armor.
Elbow and knee armor pieces alone also reduces noise of the gambeson sleeves and hoses.
Basically its areas where you can tighten armor pieces onto fabrics.

There is a perk called Well-Fitted. It supposedly reduces your armours' noise if you repair them yourself. I got this perk, but couldn't figure out why my armours are still noisy

When you eventually upgrade to the best plate armours you can find in Kuttenberg, could you please let me know if the noise is reduced at all. For me, none of the end game plate armour reduce in noise even by 1
