Stinky Perfume
Be warned that if you find something named along the lines of stinky perfume, put it on at your own risk. It seems to be bugged. It will make you stink, but the stink can't be washed off either in troughs or at baths.

Is it not a timed buff? Just like Lion perfume or Mintha cannot be washed off either

No, it has a completely gray background, unlike the other perfumes with effect durations.

It's something to let the player make the game more difficult in lieu of difficulty settings.

Quitting and reloading fixes the issue, or at least it does if you've already washed yourself off.

Are you sure, it appen to me more then one time I wash of the lion perfume washing myself.

For the OP, that look like a bug if reload fix this.
