I think its just a stat buff no other perks with pebbles or herring
After x amount of in game hours riding riding Pebbles his stats bump up and his value went from 120 to 4k 90% of the way through playing the game.
I "upgraded" to Herring on a second playthrough and his value has also increased - he was around 700 or so IIRC now he's about 2500 for me.
Its not unfortunately. Atleast not via rhe black market. I tried and the response i got was something like “dont you know that horse belongs to bon vergow. Anyone from these parts. I want nothing to do with that horse as its surely the the rope for anyone who tries to steal it. Return him where you got it”
Another thing that i can only speculate is that on my first playthrough is my pebbles was 4200 in value after perk. Second playthrough, pebbles is 5k’ish. Only difference between the two is that i sold pebbles the first time and bought him back. Second playthrough, pebbles has been the only horse i owned. Could be a hidden perk beyond the secret perk if you remain loyal to ur steed
The best stats overall has improved Pebbles (Herring very close second imo)
Most people aren't using their horses for mounted combat and just want a donkey with good speed. But if they can stand getting the perk I agree Pebbles is a better horse.
There is a way, but it requires killing the Malashov groom and, whilst riding Attila, inputting the console command: wh_horse_stealcurrenthorse
Because it’s not supported natively, might want to backup your save before trying this, just in case you encounter any bugs.
