With the game closed go to your Steam library, right-click on the game, select "Properties," then enter "-devmode" in the "Launch options" field; this will allow you to open the console in-game using the tilde (~) key to input commands in console.
Search online for all the different cheat commands.

wh_cheat_additem and then add the item ID
