Take the perk that lets you gain thievery for selling stolen items. Then break into a armor or weapon shop at night and clean it out. Run to the Devil's Den and sell it (give it) to the inn keeper there. I jumped from mib 20s in stealth and thievery all the way to 30 in one go.
In the kindest way possible it's probably a skill issue.
