And if you're level 27, on which stage of the game are you? Because non-combat encounters are limited. If you moved far enough, by most chances, there are no peaceful encounters left.
*i'm at first map
I have also met, when returning to Trosky, a villager that screams that I was the one that torched Semine. A Bailiff from Trosky Castle that i had an argument about Von Bergow with. In Kuttenberg I have met some of the people you have helped in Trosky who rewards you. The groom from the wedding who gives you his sword. These are random encounters though and not at camps. But my point is if you explore alot Im sure there are alot of things yet to be discoverd.
The big "camp by the road" at the lake where your party has been shattered in the intro and where are the graves of your party members is always bandits.
The smaller "camps by the road"are usually different friendly NPC or empty.
