Chenkyek- Possible Bug?

After turning in the Brotherhood to the Bailiff, I found the corpses of Chenkyek and Rat at the executioner's square outside Kuttenberg- makes perfect sense.
Issue is, a few days later, I find their bodies inside the Hole in The Wall tavern. Did the guards move them there for some reason, or is this a bug?
