Reforged Radzigs sword being finnicky.

So I reforged radzigs sword prior to the 1.3 patch and all and the sword nerf in general. Prior to the patch reforging it even with martin's secret never got it to martin's quality for whatever reason (but it did get the stat boosts). The issue i have now is that even though I went through all the work to reforge the sword it is now locked to tier 3 quality (with the standard tier 3 stats), and I cannot reforge it again. Are there any mods or any commands to undo or remove radzigs sword and re-add it in again so I can reforge it a second time?
