You technically only have to give one sausage each to five different beggars. I did the maximum myself (5 sausages each to 10 different beggars).
The beggars are really easy to find at the crack of dawn because they're moving from where they sleep to where they beg which is often far away. Probably about half of the people walking around at 5-7 am are beggars.
Yes, I think you can't hand over spoiled meat so you'll have to just buy some other sausage from a butcher. I suspect the sausage must be cooked (consumable) to be able to gift it. If the sausage you acquired is not cooked, run it through a smokehouse.
