Striped Tonies - Bug

I meet casper and Franzi at church ealry morning. Casper has the standard with him at that point. When we set off it disappers, and I follow both through town to a building. I go through 2 doors, up a flight of stairs turn left, and left again to walk past 3 ncps, 2 eating at table, 1 sitting off to the side. Follow the boys casper and franzi into a room set in the front of the building. Casper picks up the standard their, as it is resting by a wall. The npcs I pass accuse me of trespassing, they follow me into room, and the quest stalls. I worked around it by going back outside the way i came. But this also fails misson as i need to stick with casper and frazi who stall in the room upstairs. So i then worked out i go back outside but sit in and out of building while one nps chases me out. This does get the boys to start goign down stairs to meet me, but i have to pass a speech check with npcs so misson doesnt fail. But seems really like a bug that i am forced to tresspass and fail mission, to collect the standard, which actually they had on them right from the start of the quest.

Found out some more. This bug seems to happen if you start the mission 6am, or a little before. Seems like they have to go get their standard/stain. Even though visually at start of mission he has it when you see him at the fist meeting point. Another thing to note when the above bug does happen you end up walking back to the metting point, then as you approach they all walk away to the first church.

When you start mission at approx 7am, none of the above happens, the mission proceeds as intended, you meet them at first meeting point, then walk to the first church. So just seems to be a glitch because they go collect the standard/stain.
