Maxed out Vitality and it gives me one extra perk point

Basically the title says it all, I've spent probably around 100+ hours in the Trosky region. By that point I've maxed out Vitality but the problem is that it gave me an extra perk point when I reached 30. Its strange because even before you reach 30 you can unlock every perk in that tree. Anyone else getting this issue?

I had the same, I think (guess) it might be a bug with the Purple Haze Perk, or a perk/buff that is in effect when you can a Vitality Point... maybe

Could it possible be from the hidden perk resistance? From picking 200 poisonous herbs you get +1 vitality

There was a bug after one patch that lowered your Vitality skill but the player kept their perk points.
In my last playthrough I have 2 unusable perk points because of this.

Could be then again this is my 2nd playthrough and I tend to forget alot of things that happen when I progress
