Any reason to let him live? He's a random encounter and I sorta killed him and stole all his stuff. Does it matter? Any consequences or locked out quests?

Is that the encounter which rapidly degenerates into an argument and a duel? AFAIK, like all "encampment" encounters, it has no further effect.
