This quest is stumping me. The riddle seems to suggest something will happen at or near the Kuttenberg fountain after noon, but I'm not seeing anything. Where is the thieve's hideout?

You are in the right location you need to be at the fountain around noon and go into the shop where the shadow of the fountain points. the general merchant go through door behind the counter turn right and go downstairs, there is a locked door in one of the rooms.
