Bailiff Thrush following across map after being "killed"

So I was doing the quest to turn in poachers to Bailiff Thrush and had a wanted level in Troskowitz at the time. After the hanging the Bailiff attacked me so I "killed" him (unkillable NPC I guess prior to the wedding at least) and stole all his items. I then rode to Tachov and slept for the night and finally to the game warden's house to turn in the quest. As I was leaving the game warden's house I saw the bunny that means someone is searching for you and Bailiff Thrush appeared walking along the path toward me. I approached him and he attacked me again, this time unarmed since I was using his sword.

Is this expected for him to follow me this far across the map, and will he just continue to do it?

I've read somewhere that named NPCs respawn after a week. Never heard of them following you across the map though hahaha - kinda creepy

There's another one does this - the huntsman at the archery range near the castle in Troskowitz - if you are practising with your bow, he'll attack, you kill him, he resurrects - just *sigh*

Lol Just try killing essential NPC in Skyrim. I executed few with a mod. Cut their heads off and they still appeared to harass me headless with blood pouring out of their necks. Wild.
