Lost Honor quest not starting

I have a problem with the quest lost honor. I can't start the quest. I've done the fast travel between Miskowitz and Devil's Den and between Miskowitz and Horschan multiple times and the quest doesn't start. I haven't met Jezhek of Holohlavy even once during the fast travel. Tried traveling at different times of the day and still nothing. Does anyone know how to solve this and do I need to do something specific to get the quest started? I would appreciate your help.

Try to find this quest without fast traveling. I came across this by accident myself.

I met him at a crossroads near the village of Horschan. Southwest
