Like if I were to head up the road towards the area I should see one some time before the quest marker?
Solution 1: Progress the Main Story
Several people have found that the camp only appears after starting the “Return to Ruthard Palace” objective in the Oratores quest.
If you haven’t reached this part of the main quest, keep playing and check back later.
Solution 2: Check Back After Other Missions
Others have reported that the camp randomly spawned after completing another quest. Fast travel away, complete a side quest, then return to see if it triggers.
Solution 3: Refresh Your Inventory
A few have also found that the writ needed for the quest was already in their inventory before finding the camp, causing the quest not to update.
To refresh your inventory:
Drop any quest-related letters or documents in your inventory.
Pick them back up and check if the quest updates.
Some reported that finishing a brawl quest helped reset their inventory and triggered the update.
Solution 4: Reload an Earlier Save
If the above steps don’t work, reload a save before you arrived at the camp and try again.
Some players had luck by fast traveling directly to the location instead of walking there.
