I've found that one handed swords are better anyway. Even if the damage is a little lower, there will be more perks.

It will always end up as Tier 3
My thinking was, as I've mentioned in another thread about it, that it is to not force you to raise the skill before upgrading it.
It's like that with all the quest swords/axes as well.
That sounds like you don't have the stats to use it. It shows as 199 for me, but I meet the stat rquiements.
I have more than 20 in everything plus the perks lowering stats requirements, so much more than needed

Good thing they're aware of the bugs.
Only then, when you are done with everything, the game lets you forge it to T4.
Pretty pointless at that stage tbf.
I mean, that sword is so powerful in its upgraded state :D hah - you won't need any more upgrades on it anyway, so why bother?

I personally found using a tier 4 dueling sword to be just as effective if you are looking to run a longsword but don't want to risk losing the tier 4 radzig sword. The non-reforged radzig sword is also fairly strong if you choose to equip it without upgrading it.
