Quest Into the Underworld: Infiltrate the antisemites' meeting. Is bugged for me.

So when arriving at the right time, nothing happens. I get the quest marker after the sunset and make my way to the marker, but there is no one there, nothing happens, no cutscene.

I tried and reloading around 30 - 40 times now, trying different ways, waiting at Samuel when I get the quest, making sure I don't wait to long or to little, tries literally every hour. Wait by Samuel and make my way there when I get the quest marker after sunset, wait at the spot around the yard, wait inside, wait outside, try to walk there from different ways (S,N) etc.

The way I see it there literally nothing more I can do now, just wasted 100 hours on this game and not able to progress the main story because something is bugged/broken for me..

Is there still no fix for this? I have the same problem.

If you wait down the road until roughly 10pm and then go into the yard, the cut scene should trigger.

The only thing that worked for me was loading a much older saved game. I had to do like 2 - 3 quest before reaching Samuel. But the key part sems to be you need at least to load before you take on the quest and try again.

My second play throgh worked like a charm whithout any issue. I accepted the quest from Samuel around 6 PM then I waited at him to 10 pm then I walked to the quest marker and the cut scene trigger right away.
